Translating Vision into Impact

The Program Department is the core implementation arm of the Candlelight Foundation. We translate policies, strategies, and donor commitments into practical, impactful actions at community level.

Every program we design and deliver is aligned with our mission, vision, and values; ensuring that our interventions respond effectively to the real needs of children with special needs and their families across Nigeria.

SOP 1: Program Idea Development and Approval

Ensures all programs are relevant, need-based, evidence-informed, and aligned with strategic priorities.

Procedures:

a

Program ideas originate from community needs, beneficiary feedback, partner recommendations, or research

b

Concept note developed outlining: background, objectives, beneficiaries, activities, outcomes, risks, budget

c

Reviewed by Managing Director/Country Manager for technical soundness

d

Submitted to Management for approval

e

Only approved programs proceed to planning stage

SOP 2: Program Planning and Work Plan Development

Structured approach to translate approved ideas into actionable, measurable plans.

Procedures:

a

Detailed work plan developed (activities, timelines, responsible persons, deliverables)

b

Comprehensive budget prepared with Managing Director/Country Manager

c

Required resources identified (staff, volunteers, materials, logistics, partnerships)

d

Internal planning meetings clarify roles, responsibilities, coordination

Final plans and budgets validated by Management before implementation

SOP 3: Program Implementation

Guides ethical, inclusive, and effective delivery of program activities.

Procedures:

a

Pre-implementation briefings conducted with staff and volunteers

Community leaders and stakeholders engaged for participation and ownership

Activities implemented according to approved work plan and budget

Safeguarding and child protection standards applied throughout

Activities documented (attendance, photos, media, reports, feedback)

SOP 4: Monitoring, Evaluation, and Learning (MEL)

Ensures programs achieve intended objectives and generate measurable impact.

Procedures:

a

Clear indicators and success measures defined during planning

Data collected throughout implementation (surveys, registers, observations, interviews)

c

Post-program reviews assess achievements, challenges, lessons

Findings and recommendations documented

Insights used to improve future program design and implementation

SOP 5: Reporting and Documentation

Promotes transparency, accountability, and institutional memory.

Procedures:

a

Program reports prepared within 7–14 days after completion

b

Reports include: objectives, activities, outputs, outcomes, challenges, lessons, recommendations

Supporting documents archived in hard and soft copy formats

d

Approved highlights shared with Communications Unit for visibility and advocacy

SOP 6: Risk Management and Safeguarding

Safeguards children, families, staff, volunteers, and the organization from harm.

Procedures:

a

Potential risks identified during program planning (operational, financial, reputational, safeguarding)

b

Child safeguarding and protection principles applied throughout

c

Any incident or safeguarding concern reported immediately to Management

d

Corrective and preventive actions taken to minimize risks and prevent recurrence
